A Barangay Development Plan (BDP) is a comprehensive, multisectoral, three-year development strategy that is formulated through an inclusive and participatory process under the direction of the Barangay Development Council (BDC) and with the approval of the Sanggunian. It specifies policy alternatives, programmes, initiatives, and activities that are intended to contribute to the barangay’s overall development and is an official document of the barangay.
The Department of Social Welfare and Development (DSWD) and the Department of Interior and Local Government (DILG) signed a Memorandum of Understanding (MOU) in November 2020. The MOU concentrates on the formulation of policies regarding the incorporation of CDD into Barangay Development Planning. As part of the enhancement of barangay development planning, the purpose of this agreement is to establish the duties, responsibilities, and functions of the parties in relation to the formulation of policy recommendations as CDD is incorporated into the local planning process.
December 2022 saw the signing of a Memorandum of Agreement (MOA) among DILG, DSWD, and the Local Government Academy (LGA). This MOU is predominately concerned with the execution of the BDP Roll Out in KALAHI CIDSS regions. The objective is to establish the obligations and duties of the Parties with respect to the execution of the training programme within the framework of the Barangay Development process.
Local government units are entrusted with the responsibility of delivering fundamental services that foster the holistic progress of the community and its inhabitants. Nevertheless, the majority of rural communities lack the financial resources necessary to execute the demand-driven programs and initiatives that have been identified. Therefore, project prioritization is necessary to maximize the use of limited funds.
The primary objective of the plan is to demonstrate and appreciate the barangay’s current state by evaluating it through the use of criteria and other measurement techniques in order to identify requirements and develop interventions accordingly. For a duration of three (3) years, the plan is restricted to barangay Buenavista, Sablayan, Western Mindoro. The plan comprises various components, one of which is the barangay profile. This profile is derived from a participatory rural appraisal process and represents the residents’ collective perception of the area’s resources, history, culture, and tradition, in addition to its strengths, vulnerabilities, opportunities, and threats. The section comprises the barangay development plan, which commences with the articulation of the collective vision and mission, followed by the demonstration of sectoral programs and projects from the Institutional Sector, the Economic Sector, the Social Sector, and the Infrastructure Sector.
Utilizing citizen participation in the formulation of the plan, the workshop attendees’ contributions of data and experiences were given weight. Information and data are voluntarily supplied by individuals and subsequently processed through PRA tools. However, in spite of this, it is impossible to completely evade errors and deficiencies. The objective of the plan is to expose and assess the state of the barangay’s inhabitants by evaluating the situation through the use of criteria and other measurement techniques in order to identify requirements and develop interventions accordingly. Its aims are to identify interventions deserving of priority funding support, develop strategies for reducing poverty, and establish and integrate planning guidelines for poverty reduction.
During the Spanish colonial period, the current location of Buenavista was known as Payompon. The expansive land is owned by a wealthy family, with Don Daniel Alvarez being the main landowner. Because this grassy region is inhabited by a small number of families, it has been converted into a bovine pasture for goats, cows, and buffaloes.
Don Daniel Alvares Panayenos bestowed upon him 11.2 hectares of land as a gesture of generosity towards his villagers. It was constructed by Sablayan Central School.

Don Santiago Dangeros presided over the barrio from 1916 to 1918 and implemented the BATARISAN SYSTEM there, which was customarily conducted on Saturdays and Sundays.
Following Don Santiago Dangeros in 1919-1921, Don Policarpio Urieta was elected in 1922-1924, followed by Don Benigno Lontoc in 1925-1927, and Hermogenes Dano in 1928-1930.
Under the administration of Don Hermogenes Dano, two classrooms constructed from bamboo and wood were inaugurated for Grades 1-2.
Don Lucas Fernandez was elected president of Bayan ng Sablayan in 1931-1933. On the bamboo, they constructed a bridge with the men.
Maximo Papa was re-elected as barangay president between 1934 and 1937. Together with the councillors, he intended to rename the barangay Buenavista. It received governmental approval throughout the period of American rule. Throughout the period of American rule, the title of President of the People superseded Punong Bayan. Paulino Legaspi, KGG, was sworn in as the inaugural mayor. 1961 saw the installation of Teniente Del Barrio Celestino Dapito and inaugural elected captain Kgg. Crispin C. Ordenes was in service between 1961 and 1967.
In addition to constructing the elementary school for the barangay with Pacifico Danopoc, he oversaw the construction of a bridge in Macambang and the opening of a road connecting the town to Agsuli and Biga. From 1983 to 1993, the public market, cement school, and road were inaugurated under the direction of Kgg. Diomedes Dangeros Sr.
Having been elected for two mandates (1994-1997 and 1997-2006), Kgg. Narciso Fernandez continued the endeavours that Kgg. Diomedes Dangeros Sr. had not concluded. Upon assuming the role of Punong Barangay from 2007 to 2010, Kgg. Diomedes Dangeros Jr. continued the initiatives begun by Kgg. Narciso Fernandez.
Kgg. James Zubiri, where wifi was installed in the plaza between 2010 and the present, has also upgraded canals, streetlights, computers, Mangyan monuments, and historical murals.
As of this moment, the barangay’s development has continued. It is impossible to exaggerate the concern that Barangay Captain James R. Zubiri had for his constituents. Presently, in 2019, he is once more executing the barangay Buenavista development initiatives that have been assigned to him. One such initiative is the development of a Flat Boat Terminal along the Sabang River, which will provide a suitable harbor for flat boats and significantly benefit the barangay. This provides the barangay and its inhabitants with an additional economic benefit from the aforementioned endeavor.
Three December 2019 Barangay Buenavista was subjected to one of Typhoon Tisoy’s most intense storms. Numerous dwellings were damaged or annihilated throughout Zones 1 through 12. The entire barangay was afflicted by the typhoon’s destructive force, which destroyed all dwellings, whether constructed of lightweight materials or concrete. Almost all households were financially destitute during the devastation caused by Typhoon Tisoy. BDRRMC, BERT, and BHERT collected data from the time of typhoon preparation until its conclusion. 1,073 households were partially damaged, 195 houses were completely damaged, and 142 business establishments/infrastructures were partially damaged. Residents of Sitio Tabuk-Zone 12, Zone 9,10,11 have been evacuated to Evacuation and alternative Evacuation Centers as a result of the intensity of Typhoon Tisoy. Others were forced to evacuate outside of their barangays due to the evacuation centres being at capacity. The documented evacuees comprised 3,798 people, 268 households, 70 lactating and 24 expectant women, 35-year-old male senior citizens, 6 female PWDs, and 266 children aged 0 to 5 years. The environment became filthy following the typhoon. The roadways were obstructed by trees, and numerous household items, including branches, leaves, and roofs, as well as damaged boats that had been washed away, were strewn about. Animals perished, and the drainage became filthy and clogged. The barangay distributed relief supplies to every family displaced by the evacuations following the recording.
On March 15, 2020, President Duterte issued a nationwide declaration of a general lockdown. This measure had a significant impact on numerous residents, as they were restricted from leaving their yards to fulfil daily necessities. Labourers ceased their work, resulting in a lack of income. Those who engaged in fishing also ceased or reduced their activities in consequence of the lockdown. Vendors also ceased their operations due to the primary reason being the restricted access to resources. Additionally, consumers are prohibited from leaving their yards, and students are unable to attend school; the situation has evolved into a collaborative study with their parents. Health protocols dictated that only one household member was permitted to leave the home to purchase necessities. Checkpoints were strategically placed throughout the barangay in order to guarantee the well-being and security of every resident.
Prior to the landfall of Typhoon Quinta on October 27, 2020, the inhabitants of barangay Ligaya, particularly in Sitio Pusog, where the majority of the beneficiaries are indigenous individuals who encounter challenges in evacuating, were gathered.
Zones 1-11 and Zone 12 (Sitio Tabuk) have narrow canals and roadways that are not yet constructed of concrete as a result of the treacherous conditions created by the deep mud and the severe flooding that ensued. The Punong Barangay will persist in undertaking initiatives in 2021 with the backing of the Sangguniang Barangay members. The construction of a 100-meter-long, covered drainage canal on Arellano Street in Barangay Buenavista comes first. It is visible in front of the elementary school Sablayan Central Schools. A 50-meter-long road construction project is currently underway on Cusi Street in Barangay Buenavista. Furthermore, solar street lights were installed in Balud, Busaran Road, Brgy. Buenavista to illuminate the area at night for the benefit of hospital employees, college students, and passing vehicles.
The residents of Sitio tabuk-Zone 12 were evacuated to Sablayan Central School as an Evacuation Centre by the BDRMMC, led by the Punong Barangay, subsequent to the arrival of Typhoon Fabian on June 23, 2021. The disaster-devastated residents comprised 451 families, 752 women and 642 men, 31 female senior citizens, 26 male seniors, 76 children, 8 pregnant women, and 11 persons with disabilities. Suha Bridge-Zone 7 residents were evacuated to the Buenavista Evacuation Centre. A total of 56 families were documented as having been evacuated: 45 women, 32 men, 24 children, 2 expectant women, 4 senior women, and 5 senior men. Every impacted family was furnished with essential provisions, including sustenance and hydration, by the Barangay. Once more, the Punong Barangay was capable of undertaking supplementary initiatives in 2022. Additional Solar Street Lights are currently being installed on the following streets: Dama De Noche Street, Arellano Street, Pacheco Street, Balud Busaran Road, Abaca Road, Medalla Boulevard, Gozar Street, Dangeros Street, Salvo Street, Dawates Street, Langka Street, and Sampaguita Street. The construction of a 100-meter-long, covered drainage canal along Dangeros Street is an additional undertaking. A road segment spanning 100 metres was also constructed using concrete on Cusi Street.
As of October 28, 2022, the barangay was impacted by Typhoon Paeng. Families and affected individuals have been documented by BDRRMC. The data indicates that 38 houses were partially damaged, 2 houses were completely damaged, and 32 boats were partially damaged. The inhabitants of So. Were evacuated to Sablayan Central School and the Evacuees. There are 173 people in Tabuk (zone 12), 40 households, 2 expectant women, 7 lactating women, 6 senior citizens, 2 males, 2 females, 0-5 years old children, and 25 persons with disabilities. The inhabitants of Zone 7 (Suha Bridge) were evacuated to the Buenavista Evacuation Centre: five households, twenty-three people (two children aged zero to five years old), and one senior citizen male. Following the evacuation, relief supplies were distributed, and each family was assigned a barangay.
In 2023, the barangay maintained its stability as a result of previous calamities and incidents. As of this year, the Punong Barangay continues to execute initiatives. The following improvements were made: Sitio Tabuk Health Centre and Health Centre Proper, So. Tabuk Outpost, Marciana Damiray Street, Existing Road Marciana Damiray Street, Day Care Centre Fence Installation in Sitio Tabuk, and Barangay Existing Bridge Rehabilitated at a Length of 50 Metres in Zone 11. In addition, 55 solar streetlights were installed in Barangay Buenavista along Gozar Street, Medalla Boulevard, and H. Dano Street.
In 2023, the Sangguniang Barangay remains united in its pursuit of barangay development by requesting assistance from competent government agencies. One of them is the construction of the Sabang Hanging Bridge, which, due to its protracted duration, caused the timber to progressively deteriorate and ultimately resulted in the collapse of the bridge’s foundation. In 2023, the Office of the Congressman granted approval for the establishment of a novel concrete bridge spanning from Sitio Tabuk to Medalla Boulevard within the barangay.
The barangay actively participated and received first place in the Lupong Tagapamayapa Incentives Award 2023 Municipal Assessment and third place in the Lupong Tagapamayapa Incentives Award 2023 Provincial Assessment under the leadership of Punong Barangay James R. Zubiri. Barangay Buenavista is also a passer in the Seal of Good Local Governance Barangay (SGLGB) 2023.
On November 16, 2023, Punong Barangay Samuel I. Alegre was elected. The Barangay received First Place in Lupong Tagapamayapa Incentive Awards 2025 1st Class Municipality in Municipal Assessment and first place in Lupong Tagapamayapa Incentive Awards 2025 1st Class in Provincial Assessment and 2nd place in Lupong Tagapamayapa Incentive Awards 2025 1st Class Regional Assessment.

Mangyan Monument
Mangyan Monument is a homage to the Tao Buhid and the Alangan tribes, the first inhabitants of Sablayan. Unveiled in 2012, this work of art also acknowledges the harmonious relationship between the tribes and the lowland settlers.
