Section 1. Tittle. This Ordinance shall be known as the Official Seal of the Municipality of Sablayan, Occidental Mindoro.
Section 2. Official Symbol and Meaning. The Seal of the Municipality of Sablayan, Occidental Mindoro shall have following symbol and their corresponding meaning:
a. The Shield is derived from the Provincial Seal of Occidental Mindoro were the Municipality is located.
b. The Light House and the Sell depict the major landmarks of this Municipality. The lighthouse being the guide of the seafarers in their quest to share the bounty of the sea, and the bell signifies the importance of the church in the history of Sablayan.
c. The Rice Fields and the Sea stand for the major sources of livelihood of the constituents of Sablayan such as farming and fishing.
d. The Two (2) Islands represents the tourist spots of Sablayan, namely: Pandan Piqueno and Pandan Grande.
e. Green- This color embodies the vibrant, fertile rice field that sustain the livelihood of Sablayan's people. It reflects the municipality's wealth of natural resources and its commitment to sustainable agriculture, symbolizing life, prosperity, and the enduring harmony between the land and its stewards.
f. Yellow (upper part of the lighthouse tower) Yellow symbolizes hope, warmth, and prosperity. It also embodies the hospitality and warm welcome extended by the people of Sablayan to both visitors and residents.
g. Blue (Ocean where the boat is located) The blue of the ocean signifies Sablayan's vast marine resources, a lifeline for the community through fishing and trade. It represent the tranquility, peace and stability of the town.
h. Light Blue (sky)- The Light Blue of the sky symbolizes optimism and limitless opportunities. Just as the sky stretch endlessly, it reflects Sablayan's aspiration for progress and a brighter future for its community.
i. Gold (color of the bell)- Gold symbolizes faith and respect, highlighting the important role of the church in Sablayan's history and culture. It also represents abundance and prosperity, reflecting the resources from the land and sea and the rich traditions and heritage of the town.
j. Embossed "Municipality of Sablayan"- This inscription proudly identifies the municipality, symbolizing the unity and strength of its people. It serves as treatment to Sablayan's commitment to preserving its heritages and collaboration for the benefit of Sablayenos.
k. Two Stars-depict Sablayan's commitment to International Standards and Global Compliance.
Section 3. Usage of official seal. Only the Local Government Unit Sablayan, and its officials, and employees shall have the authority to use the official seal for the following purposes:
a. As the personality of the Local Government Unit- Municipality of Sablayan, in all its affairs and within or outside its territorial jurisdiction.
b. To authenticate all LGU Official and public documents and other administrative and executive issuances.
c. A letter heading in all LGU Official communication and correspondence.
d. A recognized employee of the Municipal Government of Sablayan may use the Official Seal or facsimile thereof, on stationery, and printed materials used in the scope of its representation of the Municipal Government of Sablayan 's employees and on articles of clothing intended for use by the Municipal Government of Sablayan's employees.
e. The Municipal Mayor or his/her designee is allowed to authorize the use of the use of official Seal on items that are offered for sale by the Municipality of Sablayan or Logo on items that are offered for sale by the Municipal Government of Sablayan to promote the town. Before authorizing such use, the Mayor requires criteria used in determining the proposed items and an analysis of the marketability of each items. Only those items bearing the Official Seal or Logo that have been authorized according to those provision may be offered for sale.
Section 4. Custodian of the Original Layout of the Seal. The Secretary to the Sannguniang Bayon shall have the custody of the original lay-out or draft of the Official Seal of the Municipal of Sablayan. And shall also be responsible in the registration and filling it with the National Historical Commission of the Philippines or any appropriate agencies.
Section 5. Prohibited Acts on the Usage of the Official Seal. It shall be prohibited to:
a. By any act or omission, mutilate, deface, defile, trample on, cast contempt with intention to dishonor or ridicule upon the Official Seal.
b. To display the official seal under any frame or picture of a person or profile picture of social media account, except for official representations of the Municipal Government of Sablayan.
c. To display the Official Seal on a platform or stage during programs or activities not directly or indirectly hosted by the Municipal Government of Sablayan.
d. To add any word, figure, mark picture, design, drawing, advertisement, imprint of any nature that causes or likely to cause degradation of the Official Seal
e. To print, paint, or attach representation of the Official Seal whether full partial on apparel, handkerchief, fan, or other articles of merchandise, except upon for Municipal Government of Sablayan 's representation.
f. To use or display the Official Seal as part of any advertisement or informercial except when undertaken by the Municipal Government of Sablayan.
g. To use or display the Official Seal as part of the seminar, conferences, research, or any activity except when undertaken by the Municipal Government of Sablayan.
h. To be used for commercial or business purposes, except upon the authority of the Municipal Government of Sablayan.
i. To be used by any organization or association whether for a legitimate purpose except when approved by the Municipal Government of Sablayan.
j. To be use the Official Seal for unlawful purposes.
k. To use the Official Seal as the personal seal of any government official.
I. Any other circumstances of a similar and analogs to those abovementioned.
Section 6. The Dry Seal of the Municipal Government of Sablayan. There shall be an adopted official dry seal in authenticating or subscribing official and public documents or administrative and executive issuances.
The dry seal shall contain the official seal of the Municipal Government of Sablayan,
Section 7. Prohibited Acts on the Usage of the Dry Seal.
a. Use by any office other than the Office of the Municipal Mayor
b. Affix the dry seal on a paper not authentic, not official, and not public documents
c. Affix the dry seal on a document for unlawful purposes.
d. Affix the dry seal on a document done outside the office or during office hours
e. To use the dry seal as personnel dry seal of any official.
f. Any other circumstances similar and analogous to those abovementioned.
Section 8. Penalty. Any person/s who by acts or omission violates the provisions of this ordinance shall be penalized on the following:
1. First Offense...........................Reprimand and fines of PhPl ,000.00
2. Second Offense PhP2,000.00
3. Third Offense..........................PhP2,500.00 or imprisonment of not less than one (1) month nor more than six (6) months, or both at the discretion of the court.
Furthermore, the penalty under this ordinance shall not prejudice the filing of a separate criminal, administrative, or civil liability.
Section 9. Implementation. This ordinance shall be self-executory. The Office of the Municipal Mayor shall be responsible for the implementation and enforcement of the provision and penalty of this Ordinance.
Section 10. Separability Clause. If for any reason any part or provision of this Ordinance is declared invalid or unconstitutional, the renaming parts or provisions not affected thereby shall remain in full force and effect.
Section 11. Repealing Clause. All Ordinances, Resolutions, Circular, Memorandum, Rules and Regulations inconsistent with the provision of this Ordinance are hereby repealed and modified accordingly.
Section 12. Effectivity. This Ordinance shall take effect upon approval and review of the Sangguniang Panlalawigan and the National Historical Commission of the Philippines.
